Job Responsibilities

Job Scope – Operation Purchasing

Objectives:

  1. Ensure timely material availability for production.
  2. Manage purchase orders, including rescheduling and expediting.
  3. Resolve purchasing-related issues.
  4. Ensure timely and accurate invoicing.

Key Responsibilities:

  1. Issue and follow up on Purchase Orders with suppliers.
  2. Monitor and manage supplier response to NCR, OOR, and non-binding forecasts.
  3. Ensure supplier compliance with VDL’s policies and requirements.
  4. Drive supplier performance improvements in KPIs and QLTC metrics.
  5. Participate in sourcing activities, cost reduction efforts, and purchasing improvement projects.
  6. Implement Engineering Change Orders (ECO) and enforce company policies with suppliers.
  7. Monitor and follow up on order rescheduling and expediting.
  8. Coordinate ramp-up and ramp-down loading schedules.
  9. Contribute to inventory control initiatives.
  10. Maintain purchasing databases, including NDAs, KPI reports, and contracts.
  11. Adhere to the Purchasing Standard Operating Procedures (SOP).
  12. Collaborate with Finance to resolve discrepancies in invoices, delivery orders, and actual receipts.
  13. Perform other related duties as assigned by the company.

Job Scope – Initial Purchasing

Objectives:

  1. Source competitive global suppliers for new parts, materials, and services, with a focus on developing the Vietnam supplier base.
  2. Initiate and manage global purchasing agreements.
  3. Manage supplier relationships and performance through a commodity management approach.
  4. Drive cost reduction initiatives and lead time optimization.
  5. Lead localization efforts and proactively support supplier localization strategies.
  6. Develop long-term supplier strategies and strengthen partnerships.

Key Responsibilities:

  1. Develop and implement global sourcing strategies focusing on price, quality, lead time, and service.
  2. Complete RFQs in a timely manner.
  3. Negotiate contracts and pricing to meet or exceed cost targets.
  4. Lead commodity management initiatives by leveraging the ETG group’s global purchasing power.
  5. Identify and develop new local and regional suppliers to diversify the supply base.
  6. Improve purchasing processes to ensure stable supply flow, especially during ramp-up/down periods and material shortages.
  7. Support operational buyers in addressing lead time and supply issues.
  8. Monitor supplier capacity and technological developments, aligning them with long-term supply chain planning.
  9. Manage supplier KPIs and relationships through structured performance reviews and communication.
  10. Provide monthly reports on key supplier performance, including corrective actions.
  11. Implement cost-reduction strategies through negotiations, engineering initiatives, and supply chain innovation.
  12. Negotiate competitive payment terms and assist with payment-related matters alongside Finance and Admin.
  13. Stay updated on commodity markets and new technologies, offering insights to supply chain strategy development.
  14. Maintain the purchasing database and adhere to Purchasing SOP.
  15. Perform other related duties as assigned by the company.


Experience requirements

Education

  • Bachelor’s degree or higher required.

Technical Qualifications

  • Strong knowledge of global sourcing and procurement.
  • Proficient in reading and understanding technical drawings, especially for outsourced components.

Key Competencies

  • Over 10 years of experience working with global supply bases, including extensive supplier development experience (preferably including USA and Europe).
  • Minimum 5 years of experience in a multinational company or contract manufacturing (CM) environment, preferably in equipment manufacturing.
  • Demonstrated ability to derive strategies and actionable insights from market data and intelligence to support procurement decisions.

Communication Skills

  • Excellent verbal and written communication skills in English (required for communication with international stakeholders).
  • Proficiency in Vietnamese and Chinese is a strong advantage.
  • Outstanding interpersonal skills with the ability to work in cross-functional and multicultural teams.


Education requirements

Bachelor’s degree in engineering or engineering technology from an accredited college or university with Mechanical or Welding Engineer Background
