Job summary

Job Responsibilities

The Development Management Director is responsible for overseeing the end-to-end process of real estate or infrastructure project development. This includes planning, design, approval, construction, and handover phases, ensuring that each project meets business objectives, budget constraints, and regulatory requirements. The role requires a strategic leader with excellent project management, stakeholder coordination, and risk management capabilities to drive complex development projects from concept to completion.


Project Planning and Conceptualization

  • Lead the conceptualization and planning of new development projects, including conducting feasibility studies, market research, and demand assessments.
  • Develop project strategies, business plans, and roadmaps that align with company goals and market trends.
  • Ensure projects are designed with sustainability, functionality, and profitability in mind.

Stakeholder Management

  • Act as the primary liaison between internal teams, investors, local authorities, contractors, and other stakeholders.
  • Secure all necessary permits, approvals, and zoning variances from government authorities and local agencies.
  • Maintain strong relationships with key stakeholders to manage expectations and resolve any conflicts that arise during the development process.

Project Design and Development Oversight

  • Work closely with architects, designers, and engineers to ensure project designs meet regulatory, aesthetic, and functional standards.
  • Ensure that the design aligns with the company’s overall vision, ensuring quality, sustainability, and cost-effectiveness.
  • Oversee the entire design process from initial concept through detailed design, ensuring that projects stay on track.

Financial Planning and Budget Management

  • Develop and manage project budgets, ensuring that resources are allocated efficiently and that projects remain within budget.
  • Collaborate with the finance team to create financial models, analyze return on investment, and manage cash flow projections.
  • Identify potential financial risks and develop strategies to mitigate them, including cost control measures and contingency plans.

Construction and Project Execution

  • Oversee project execution from start to finish, ensuring timely completion and adherence to the highest quality standards.
  • Collaborate with the construction team and external contractors to ensure milestones are met, and address any delays or changes in scope.
  • Monitor project performance and quality through regular site inspections and reports, ensuring compliance with safety and regulatory standards.

Risk Management and Problem Solving

  • Proactively identify potential risks across all phases of development and create risk mitigation strategy.

  • Address and resolve unforeseen challenges in project design, approvals, construction, or financials to avoid delays or budget overruns.
  • Ensure regulatory and legal compliance, including environmental, zoning, and safety regulations.
  • Team Leadership and Development
  • Lead and mentor a multidisciplinary team of development managers, engineers, legal, and finance professionals.
  • Promote a collaborative, performance-driven work environment, ensuring that the team is motivated and aligned with project goals.
  • Provide guidance on best practices in development management, fostering team growth and skill development.

Reporting and Documentation

  • Ensure accurate project documentation and reporting throughout all development stages.
  • Prepare and present regular progress reports to senior management and key stakeholders, highlighting key developments, challenges, and financials.
  • Maintain up-to-date records of project plans, approvals, contracts, and other critical documentation.


Experience requirements

  • Minimum of 10-15 years of experience in development management or real estate development (industrial or residential projects), with at least 5 years in a senior leadership role.
  • Certification: PMP (Project Management Professional), LEED, or other relevant certifications are a plus.
  • Languages: Fluency in English and Vietnamese.

Skills and Competencies

  • Strong leadership skills with a proven ability to manage large, multidisciplinary teams and complex projects.
  • Deep understanding of real estate or infrastructure development processes, from planning to construction and handover.
  • Excellent communication and negotiation skills for managing diverse stakeholders and partners.
  • Strong financial acumen, with experience in budgeting, financial modeling, and ROI analysis.
  • Solid understanding of local regulatory frameworks, including zoning, environmental laws, and building codes.
  • Strategic thinker with exceptional problem-solving and decision-making abilities.
  • Proficient in project management software and tools (e.g., Microsoft Project, Primavera).

Education requirements

  • Bachelor’s degree in Civil Engineering, Architecture, Urban Planning, Business, or a related field.
  • A Master’s degree or MBA is highly preferred.
